have your friend spit on your cone this should create some lube that should make it slide in and out a lot easier trust me the more spit the better. dont you have your friend beat off on the cone that will just make it get stuck even worse
Call the Department of Transportation. They are pretty stingy with their traffic equipment and will want it back.





Or just wait...when you have to go bad enough, the problem will solve itself.
